Mr. Joffe brings the Vital Capital Fund over 30 years of experience as a senior healthcare executive and project development expert. He has been personally involved in the development and management of numerous hospitals and medical projects in Israel, the E.U., the U.S., CIS countries, Africa, India, Turkey and other regions. In Angola, he currently serves as Special Consultant to the Board of the Luanda Medical Center, and in Guinea, he served until 2014 as Special Consultant to the La-Paz Hospital and the Guinea Equatorial Hospital Development Company. His areas of expertise include planning, construction, equipping and management of primary to tertiary medical facilities healthcare systems,insurance,IT, and international services.
Mr. Joffe began his career in 1984 with the Herzliya Medical Center (HMC), an innovative private hospital, serving in a variety of positions that led to his service as CEO for 13 years until 2006. He also served as co-CEO of International Medical Services, a holding company active in international healthcare businesses and hospital development projects in Israel and abroad.
After leaving HMC at the beginning of 2007, Mr. Joffe founded Rater Management Services, an independent healthcare management and consulting company that provides services to governmental health ministries, hospitals, clinics, medical insurance companies, tele-medicine projects and healthcare-related start-up companies. In addition, Mr. Joffe jointly founded and served as a director of a company specialized in hospital IT and implementation services, and served as a managing partner of a company focused on international medical device business development and marketing services.
Mr. Joffe earned a B.A. in Economics and Philosophy from the Hebrew University in Jerusalem and an MBA from the Tel Aviv University.
